WASHINGTON, Oct 23 (Reuters) -Britain's inflation rate, which fell below target in September, has been pushed around by historical energy price related factors, and service price inflation still has to fall further, Bank of England Governor Andrew Bailey said on Wednesday.

"We're under target at the moment, but a lot of that is being pushed around by these annual base effects on energy prices," Bailey said, speaking at an Institute of International Finance event in Washington.

"We've got to see services prices inflation come further down. It's grinding down, but we do have these outstanding questions as to whether we've seen some structural change which is going to ... in a sense cause that to become more sticky."
