Updates with details, background

BOGOTA, Sept 19 (Reuters) -The top military commander of Colombia's rebel National Liberation Army (ELN), Antonio Garcia, said on Thursday that the peace process being negotiated with the Colombian government can continue even though militaryoperations are taking place.

Colombia's government suspended the talks on Wednesday, a day after an explosives attack by the ELN killed two military personnel and wounded 29 more near the Venezuelan border.

"Peace processes can continue even in the midst of military operations," Garcia said on X. "This has been done various times by different governments and now cannot be the exception."

But on Wednesday, the government peace delegation said the process was on hold and that it could only go ahead with an "unequivocal demonstration of peace" by the ELN.

The government restarted peace negotiations with the ELN late 2022 but talks froze when the government began separate talks with a splinter group in the southwest, and the ELN restarted kidnappings and bombing oil pipelines, as well as ramping up offensives against security forces.

Colombia's military has also restarted operations against the ELN.
